Rouhani's comments came after Netanyahu described Iran as a danger and an aggressive empire in his address before the influential lobby group American Israel Public Affairs Committee (AIPAC) in Washington Tuesday, a day after talks with US President Donald Trump.

Iranian Foreign Minister Mohammad Javad Zarif meets Monday with French Foreign Minister Jean-Yves Le Drian in Tehran, Iran.

Last month, French President Emmanuel Macron said that "Iran should be monitored for its ballistic missiles program".

In response to Iranian claims that their ballistic missile program is peaceful, Le Drian said: "Having such tools is not uniquely defensive, given the distance they can reach".

Zariff responded that Europe must "play a more constructive role" to preserve the agreement.

"If not tackled head on, this country risks new sanctions", he threatened.

Under the deal signed in Vienna between Iran and six world powers - the US, Russia, Germany, France, Britain and China, as well as the European Union - Tehran scaled back the country's uranium enrichment programme.

"There are programs for missiles with ranges of several thousand kilometers which are not in line with UN Security Council resolutions and go beyond what is needed to secure Iran's borders", Le Drian told Le Journal du Dimanche on the eve of his visit.

"They think that these methods can open the door to negotiations on other issues after the nuclear agreement".

Yadollah Javani, the Supreme Leader's adviser at the Islamic Revolutionary Guard Corps (IRGC), also said it would be a "miscalculation" for the West to think Iran is willing to negotiate on its missile programme.

Iran has dismissed Le Drian's legitimate concerns, with Gen. Masoud Jazayeri, a spokesman for Iran's armed forces, saying that foreigners had no right to express a view on Iran's defence.

In a separate statement, Le Drian called upon the worldwide community to take action to prevent Iranian missiles from becoming a threat to "all regional actors". "Therefore, no one should be concerned about Iran's weapons, missiles or strengthening of its defense might", Rouhani stressed.
