Passporting will end when Britain leaves the bloc in March next year and the United Kingdom government has said it will legislate, if necessary, to provide a temporary "permissions" scheme so that cross-border business can continue for a period of time after Brexit in March 2019.

Juncker added: "I would rather have preferred for Britons not to decide to leave the European Union but anyone who leaves the EU has to know frankly what this means".

Britain would be free to impose some new sanctions, for example denying entry to Russian individuals, but would be very limited in its ability to, say, bar more Russian imports as European Union trade policy is centralised in Brussels and will remain so, probably, for a couple years after Brexit in March 2019.

This could last from March 29, 2019 until December 31, 2020 under European Union proposals.

"As the clock counts down with one year to go, it is now time to translate speeches into treaties, to turn commitments into agreements, broad suggestions and wishes on the future relationship into specific workable solutions", Juncker told the European Parliament in Strasbourg.

After Theresa May rejected EU proposals for Northern Ireland effectively to remain in the customs union, Mr Tusk warned that progress in Brexit talks could be put at risk if there was "backsliding" on principles agreed a year ago.

That frustration was reinforced by EU Commission President Jean-Claude Juncker, who also told EU legislators that "there is increasing urgency to negotiate this orderly withdrawal".

He said it was "especially important" that Britain comes up with concrete proposals for the border between British-ruled Northern Ireland and the Republic of Ireland, which is staying in the EU.

European Council president Donald Tusk has threatened to freeze Brexit talks, insisting that the sequence of negotiations must be "Ireland first".

That proposal, Foster said, was "entirely unacceptable" and represented "an act of bad faith on the part of Brussels". "For us this is not an Irish issue".

In response, the European Parliament's chief Brexit negotiator Guy Verhofstadt, said: "Citizens' rights during the transition are not negotiable".

"I do object in the strongest terms to people who have limited experience of the troubles in Northern Ireland throwing threats of violence around as some kind of bargaining chip", Foster said.
