Scott, a Republican, formally kicked off his campaign for U.S. Senate at the headquarters of an Orlando-based construction company.

Scott, a multi-millionaire businessman, has served in the governor's mansion since 2011, and is leaving office due to term limits. He's been viewed as the only Republican with a chance of seriously challenging Nelson.

Democrats also plan to fault Scott over his record while governor, including his push for deep budget cuts to education and his back-and-forth position on whether to expand Medicaid.
