German Foreign Minister Heiko Maas speaks at a news conference in Brussels Thomson Reuters BERLIN (Reuters) - The German government has to assume that a cyber attack on its Foreign Ministry stemmed from Russia, Foreign Minister Heiko Maas told the broadcaster ZDF on Sunday.

The United States and Britain on Monday (April 17) charged that Russian government-backed hackers have infected computer routers around the world in a cyber espionage campaign that targeted government agencies, businesses and critical infrastructure operators.

The targets included government and private organizations, including internet service providers, officials said.

In the joint announcement the United Kingdom and U.S. express concern the Russians may be laying the groundwork for a future cyber attack against the western allies.

It also recently announced that Russia had targeted the United States energy grid with computer malware, and it slapped fresh sanctions on Russian hackers for illicit cyber activity.

"We hold the Kremlin responsible", said Jeanette Manfra, assistant secretary for cybersecurity at the Department of Homeland Security.

"We have high confidence that Russian Federation has carried out a coordinated campaign to compromise. routers, residential and business - the things you and I have in our home", said Rob Joyce, the White House cybersecurity coordinator. Most traffic within a company or between organisations traverses them.

"This is a global threat", Manfra said.

Mr Hanson said the affected routers were old models that had not been patched with the latest software.

However, NCSC chief executive Ciaran Martin said it was a "significant moment" in the fightback against Russian aggression in cyberspace, while the White House vowed to use "all elements of national power" to combat the threat. "But unlike Russian Federation, we abide by the law, so anything we do would be proportionately done", said one source.

Washington and London issued a joint alert saying the campaign by Russian government-backed hackers was meant to advance spying, intellectual property theft and other "malicious" activities and could be escalated to launch offensive attacks.

"Many of the techniques used by Russian Federation exploit basic weaknesses in network systems".
