And that investigation is ongoing, despite the deal made between Gardner and Greitens.

St. Louis prosecutors dropped the felony charge before Greitens' trial got underway but have said they would refile the case.

So it was stunning when he announced he was quitting with his mission incomplete.

"Now it's time for all of us to come together", Gardner said Wednesday.

He concluded: "For the moment let us walk off the battlefield with our heads held high".

In the face of impeachment over the accusations and a campaign finance enquiry, the Governor chose to leave the office, indicating that his resignation would take effect on June 1.

Indeed, as one unnamed legislator put it, "Eric Greitens spent a year calling every Republican in the state corrupt".

A special House investigatory committee had subpoenaed Greitens to testify next Monday.

With Greitens' resignation, Lt. Gov. Mike Parson will become governor of the state. The report said Greitens later directed political aides to work off the charity's list to raise money for his gubernatorial campaign - even though he had signed an agreement never to disclose the charity's confidential donor information.

Until now, Greitens has refused to resign, even as he faced possible impeachment over the scandals.

"I am not flawless".

"I know and people of good faith know that I am not flawless but I have not broken any laws worthy of this treatment", he said.

During one sexual encounter between the two, the woman said he "smacked me and grabbed me and shoved me down on the ground".

The Rhodes scholar and father-of-two presented himself as a family man during his 2016 campaign. He won an expensive Republican primary, then defeated Democratic Attorney General Chris Koster in the general election to give Republicans control of the governor's mansion for the first time in eight years.

Kim Gardner will make the announcement at 10:30 a.m.at the Carnahan Courthouse in St. Louis. It might take weeks or months for the Baker probe to conclude - a period which could have paralyzed state government had Greitens remained in office.

A St. Louis grand jury indicted Greitens on February 22 on one felony count of invasion of privacy related to the alleged photo. He admitted the affair with the woman, who was his hairdresser, but denied any criminal wrongdoing.

Greitens was elected in 2016, and served roughly 17 months in office. The woman also accused Greitens of "coercing" sex from her on several occasions, but no prosecutor has sought sexual assault charges.
