On Friday, US President Donald Trump tweeted that the US government has spent over $17 million on a "Russian Hoax" investigation.

Giuliani said on ABC's "This Week" program, "It would be an open question".

"This memo is a polite way of taking 20 pages to say, 'He's not coming in without a subpoena, and even then, you're in for a protracted fight, ' " Frenkel said.

"He has no intention of pardoning himself", he continued.

Giuliani was asked on ABC whether a president accused of a crime as serious as murder or bribery could terminate the investigation.

"I think the political ramifications of that would be tough", Giuliani added.

If Trump were served with a subpoena, legal analysts said they expect he would challenge it, and the dispute would nearly certainly escalate to the Supreme Court. Key among these is the fact that Trump has the right to offer his opinion on any investigation as part of his role as the top law enforcement official in the United States. Turley said, though, that because an obstruction case hinges on intent, Trump might have a hard time convincing a judge that investigators could get that information without talking to him.

Mueller's investigation has so far resulted in the guilty pleas of five people, including three former Trump campaign staffers, and the indictment of 14 other people and three companies.
