Since McCain's death, there has been rampant speculation about whom Ducey would appoint to the vacant seat.
However, on Tuesday Ducey said that he hasn't been able to get Kyl's commitment to serve beyond the congressional session that ends this year, though he hopes Kyl will reconsider.
Earlier Tuesday, he went from a news conference at the Arizona Capitol to the Phoenix airport to fly to Washington. Rep. Kyrsten Sinema (D) is in a competitive race against Rep. Martha McSally (R) for the seat being vacated by retiring Republican Sen.
McCain died late last month at age 81 following a yearlong battle with brain cancer.
She says she can "think of no one better to keep fighting for the country and state he held so dear".
Jon Kyl served alongside McCain in the U.S. Senate for almost two decades.
Kyl's appointment would give Republicans their full contingent of 51 senators.
McCain's widow, Cindy, tweeted: "Jon Kyl is a dear friend of mine and John's".
That could help another Arizona Republican who is now trying to join the U.S. Senate - Rep. Martha McSally.
In 2020, a special election will be held to determine who will hold the remainder-another two years-of what would have been McCain's term.
"Now, Senator Kyl can cast a vote for Kavanaugh's confirmation", Ducey said.
"Kyl always had the office door open for his constituents".
Along the way, Kyl was an unapologetic national security hawk, culminating in his spearheading of the ultimately unsuccessful opposition to the New START nonproliferation treaty between the United States and Russian Federation. Democrat Kyrsten Sinema and Republican Martha McSally, both USA representatives, are squaring off to replace Jeff Flake, who didn't seek re-election. Flake, a vocal Trump critic, is retiring this year.

Kyl's entire career in Washington overlapped with McCain's, and he served with the state's senior senator for three terms before stepping down.
