Kansai International Airport, a key transport and cargo hub located on an artificial island in Osaka Bay - nearly directly in the typhoon's path - remained shut on Wednesday after Jebi, the strongest tropical cyclone to come ashore in 25 years, flooded its runways and smashed a tanker into the road and rail bridge connecting the airport to the mainland.

A tanker anchored in Osaka Bay was swept into a bridge and Kansai global airport has been closed after the runway was flooded by high waves whipped up by the storm.

The access bridge linking the airport with the mainland was also badly damaged when a tanker ship broke free of its moorings and slammed into it.

The bridge reopened on September 5 but not before around 3,000 passengers spent a night trapped in the airport.

Evacuation orders have been issued in some parts of Osaka, Kyoto, Nara, Hyogo, Kagawa, Ehime and Wakayama prefectures.

The typhoon first made landfall on Japan's south-western island of Shikoku and then again near Kobe on Honshu.

They added: "Wide areas of central and western Japan were affected by flooding in July 2018".

News agencies Kyodo and Jiji both reported seven dead.

Hundreds more were injured, mostly by flying debris, local media said.

Hideko Senoo, a 51-year-old homemaker planning a family trip to India, said the terminal was hot and dark after losing power, and food at convenience stores was sold out.

Video also emerged showing the roof of Kyoto train station crashing down into the concourse below sending commuters running for safety.

In making the announcement, Ducey said, "There is no one in Arizona more prepared to represent our state in the U.S. Earlier Tuesday, he went from a news conference at the Arizona Capitol to the Phoenix airport to fly to Washington.

Ninety reported injured, and more than a million people warned to evacuate.

Typhoon Jebi, packing winds of up to 216 kilometres (135 miles) per hour, made landfall around midday in western Japan near areas still recovering from deadly record rains earlier this summer.

Prime Minister Shinzo Abe, in a series of tweets, hailed the relief operations and said the government will "come together to make every effort to urgently deal with the disaster and restore infrastructure".

Strong winds and high waves are expected in Okinawa on Monday, and in western and eastern Japan along the Pacific coast on Tuesday.

"This is (the strongest) since 1993".

Businesses, factories and schools in Kansai were closed while the storm roared across the country.

On Wednesday, boats were ferrying stranded passengers from the airport after thousands of people were forced to spend the night in the partially flooded facility.

Overturned cars are seen on street following a powerful Typhoon Jebi in Osaka on Tuesday. In just 48 hours, the storm morphed from a tropical storm into a bonafide Category 5 monster with sustained winds up to 175 mph.

Jebi, briefly a super typhoon, is the most powerful storm to hit Japan in 25 years.

Footage on NHK showed a 100-metre (328-foot) tall ferris wheel in Osaka spinning furiously in the strong wind despite being switched off.
