Hurricane Florence strengthened "rapidly" on Monday, September 10, and is now a powerful Category 4 hurricane, USA forecasters said, as governors of 3 eastern U.S. states declared an emergency and told residents to prepare for the storm. Its center will move between Bermuda and the Bahamas Tuesday and Wednesday, and approach the coast of SC or North Carolina on Thursday, the National Hurricane Center said.

North Carolina Governor Roy Cooper urged his state's residents to get ready, noting the storm was generating swelling waves and unsafe currents. Georgia, West Virginia, Maryland, the District of Columbia, Delaware, New Jersey, southern Pennsylvania, and eastern Tennessee, Kentucky, and OH could also see strong winds. Latest forecasts have Florence making landfall in the vicinity of Wilmington, North Carolina Thursday evening/night.

Historically, 90 per cent of fatalities from hurricanes, tropical storms and tropical depressions have been caused by water, NHC spokesman Dennis Feltgen said.

The center of the strong storm is about 1,240 miles east-southeast of Bald Head Island, with the hurricane moving westward at roughly 13 mph.

According to the Daily Mail, one person has drowned and two more were injured at Daytona Beach, Florida, after choppy waters caused by Florence led to risky surfing conditions. Drawing energy from the warm water, it could have top sustained winds of 130 miles per hour (209 kph) or more by Tuesday, the Miami-based National Hurricane Center said.

"The bottom line is that there is high confidence that Florence will be a large and extremely unsafe hurricane, regardless of its exact intensity", the NHC said.

A mandatory evacuation was ordered for residents of Hatteras Island and some other areas of Dare County in North Carolina.

"This is a big, big hurricane", McMaster said, noting that wind speeds are predicted to be more violent than in either of the the region's two most damaging storms of the past 30 years.
